Haley Rice is a consultant and former civil servant with the U.S. Department of State, specializing in governance and anti-corruption issues.  While traveling and working globally, she has spent five of the last ten years in Africa as a U.S. Peace Corps Volunteer, diplomat, and now consultant for groups such as Oxfam and the World Bank.  During this time, she has worked on issues as diverse as rural health and education in Madagascar, oil and gas sector governance in Senegal, and humanitarian support to the crisis in Northeast Nigeria.  In her time at the U.S. Department of State, Ms. Rice worked extensively with UN and other multilateral partners and gained experience negotiating the U.S. interagency policymaking process.
